A Letter of Intent signed with ICAO extends the Hub’s partner network across the sustainable aviation fuel value chain, from production through to blending and delivery into wing.
KEY HIGHLIGHTS
- FlyORO Technologies has signed a Letter of Intent with the International Civil Aviation Organisation (ICAO) to cooperate on the development and implementation of the ICAO Finvest Hub – the Organisation’s initiative connecting aviation decarbonisation projects with public and private sources of investment.
- FlyORO joins the Hub’s partner network from the downstream end of the SAF supply chain, contributing operating experience in modular blending solutions – the step at which certified neat SAF is combined with conventional jet fuel to produce a finished, specification-compliant product that can be uplifted into an aircraft.
- Bringing participants from across the value chain into the Hub is intended to give project developers, States and financiers a more complete basis on which to assess project readiness.
SINGAPORE – 22nd September 2026 – FlyORO Technologies Pte. Ltd. (“FlyORO”), a Singapore-based SAF blending technology company, has joined the ICAO Finvest Hub as a partner following the signing of a Letter of Intent with the International Civil Aviation Organisation (ICAO). The Letter of Intent, covering cooperation on the development and implementation of the Finvest Hub initiative, was signed by Juan Carlos Salazar, Secretary General of ICAO, and Jonathan Yeo, Chief Executive Officer of FlyORO.
Established by ICAO in February 2025, the Finvest Hub connects projects contributing to the decarbonisation of international aviation with the financial institutions, development banks and private investors able to fund them. It operates as a facilitator and matchmaker, and does not directly fund projects. Its activity spans five pillars: a pipeline of aviation decarbonisation projects seeking finance; the development of financial instruments and risk mitigation tools; public-private partnerships; technical assistance and capacity building for developing States; and outreach and advocacy on aviation’s financing needs. The first investment hub established under it, Finvest@ETAF, was set up with the International Renewable Energy Agency (IRENA).
Most SAF investment cases are assessed on production fundamentals. Yet how fuel physically reaches an offtaker – where it is blended, what infrastructure sits between the production site and the aircraft, and how delivered volumes are evidenced for regulatory and reporting purposes – bears directly on whether planned volumes can be delivered to market. Those questions are increasingly part of how lenders and investors assess a project. Widening the Hub’s partner base to include participants from across the value chain, rather than production alone, is intended to make that assessment more complete.
FlyORO joins the partner network from that supply chain position. The company launched AlphaLite™ as the world’s first modular SAF blending system and now operates at Technology Readiness Level 9 (TRL 9) following commercial deployment in Australia. AlphaLite is a 40-foot modular blending unit, powered by FlyORO’s proprietary, patented technology, designed to integrate with existing fuel infrastructure upstream at production sites, midstream at fuel terminals, or downstream at airport fuel farms. As of 2025, FlyORO has blended more than 500,000 litres of SAF across its AlphaLite deployments. Under the Letter of Intent, FlyORO will contribute this operating experience to the Hub’s work on project readiness, in particular for States and project developers assessing how planned SAF volumes will physically reach the market.
“Every SAF project ultimately has to answer a practical question: how will the fuel reach the aircraft? FlyORO has proven modular blending in live airport environments, and that work has shown us how much downstream infrastructure shapes what is achievable. Through the Finvest Hub, we can share that experience with project developers and investors early in the planning process.”
Jonathan Yeo, Chief Executive Officer, FlyORO
“Strengthening the Finvest partner network with practical expertise from across the SAF value chain can help project developers build capacity and address risks earlier. FlyORO’s experience in modular blending brings a valuable downstream perspective, particularly as Finvest works to expand practical support for developing States in line with ICAO’s No Country Left Behind initiative.”
Robert Boyd, Chief, Finvest Hub, ICAO
Scope of the Letter of Intent
Under the Letter of Intent, ICAO and FlyORO record their shared intention to:
- Collaborate on the establishment of a central platform that catalogues and showcases projects contributing to the decarbonisation of international aviation, enabling potential investors and financial institutions to assess and identify investment opportunities that align with their objectives;
- Foster public-private partnerships to promote knowledge sharing, policy making, resource pooling and joint investment in aviation decarbonisation projects;
- Encourage technical assistance and capacity building to support developing countries and States with limited expertise in accessing financing for decarbonisation projects; and
- Support outreach and advocacy to raise awareness of the importance of sustainable aviation and the need for financing for aviation decarbonisation.
Within that framework, FlyORO’s contribution is focused on the SAF supply chain: blending, storage interface, delivery into airport fuel systems, and the traceability of delivered volumes. FlyORO is not a financing party, and the Finvest Hub does not itself fund projects.
About FlyORO Technologies Pte. Ltd.
FlyORO Technologies Pte. Ltd. is a Singapore-based SAF blending technology company and a pioneer in SAF blending infrastructure. Its flagship AlphaLite platform is a modular, 40-foot blending unit powered by FlyORO’s proprietary, patented technology and designed to integrate with existing fuel infrastructure, enabling SAF delivery wherever it is needed across the supply chain – upstream at production sites, midstream at fuel terminals, or downstream at airport fuel farms. This versatility allows airport fuel operators to serve customers more effectively through a simplified supply chain, while giving airlines and fuel buyers the flexibility to align SAF uptake with their sustainability commitments.
In 2025, FlyORO deployed an AlphaLite unit with Wagner Sustainable Fuels and Boeing at Toowoomba Wellcamp Airport in Queensland, Australia – the first SAF blending terminal co-located at an airport globally, a milestone that advanced AlphaLite to Technology Readiness Level 9 (TRL 9). As of 2025, FlyORO has blended more than 500,000 litres of SAF across its AlphaLite deployments.
